These are Plusle and Minun, two of the most iconic Pokémon species around.
The idea is obvious and easy to explain: this is a character duo tag team, this time consisting of Pokémon; two Pokémon known to depend on each other to be powerful.
Plusle and Minun are the Cheering Pokémon. Plusle cheers on its partner by releasing sparks all over its body; when its partner wins, it shorts out its body (when it loses, it cries loudly). Minun also likes cheering its partner on; it's more concerned over its partner's safety than its own (if its partner is in trouble, then it gives off more Sparks).
Plusle and Minun are the exact same size as Pikachu if you count their ears (1' 04" in Pokémon games; same proportion in SSB games). Anatomically, they're rodents similar to bunnies save for teeth, whiskers, or a stylized mouth + nose (compare to Buneary). Their relation to Electricity or tag teams comes in the shape of their colors and symbols (red and "plus" symbol for an anode or positive electric pole; blue and "symbol" symbol for a cathode or negative electric pole); these symbols are placed on their cheeks (compare to Pikachu, Pichu, Raichu, and Pachirisu) and as their tails.
The default leader will always be Plusle, but it can be changed during the match or at the start of the match in a fashion similar to Zelda's and Sheik's Transform. Minun is less offensive than Plusle, and Minun is more defensive than Plusle. Whenever they run, a funny plush-like sound is heard.
Here is my suggested moveset for them as well as their data according to SBL's format:

vB: Baton Pass. Plusle and Minun slap hands and switch places, hence allowing you to switch between leaders. Items held will be switched between Plusle and Minun. A small shockwave results from the highfive and hurts nearby foes slightly.
>B: Spark. Plusle and Minun dash together (both in the same direction) and make an electric tackle. It's a more unpredictable, shorter-range, multiple-hitting version of Pikachu's or Pichu's Skull Bash from SSBM, which is stronger when both Plulse and Minun are on stage.
^B: Helping Hand + Quick Attack. Plusle and Minun grab their hands and both make a regular-damaging, 2-step recovery similar to Pikachu's Quick Attack from SSB and SSBM.
Final Smash: Helping Hand + Charge + Thunderbolt. Plusle and Minun grab their hands, get instantaneously surrounded in electric fields, yell out loud, and summon two monstrous Thunderbolts that walk to both sides of the stage, dealing a high damage (without sending the target flying) to whoever is touched by them. They're gigantic versions of Pikachu's and Pichu's Thunder Jolt.
Entrance: Plusle and Minun appear from Poké Balls.
Taunt: Plusle says "Pluh-pluh" while Minun says "My-my", both smiling and raising their forelegs/hands with electricity pom-poms that sparkle from their hands.
Kirby's Hat: Head and ears of the Pokémon swallowed.
Star Finish Cry: Pluuuuuuuuh (Plusle) / My-myyyyyy (Minun)

SSB fans who have never played Pokémon after the 2nd generation games might get the impression that this would be an unoriginal copy of Ice Climbers (as in their tag team strategy) incarnated in a Pichu-like creature (as in their looks).

Possible cons I see against Plusle & Minun? Only a lack a variety of Pokémon types among the possible characters selected for Super Smash Bros. With Pikachu as the obvious and confirmed Pokémon, Electric-type Pokémon would be over-represented if the number of Pokémon characters to appear in SSBB is lower than 6.
As a final comment, something makes me want this submission to be challenged.

- They doesn't have to be seen as rip-offs of Popo & Nana, since Plusle and Minun represent tag teams even better than them. Ice Climbers concept was superb: two characters in one, with no lag, and giving you the chance to control them both and enhance your moves when you have both of them alive. However, you never controlled them simultaneously in Ice Climber, and the game was not strictly cooperative. Ice Climbers are not to despise; it would be wonderful to have them back in SSBB. Both tag teams can co-exist if a good moveset is given to Plusle & Minun. Plusle & Minun are the tag team by excellence. They need each other to be powerful, they have attacks that help each other to become more powerful, and ultimately, they look like a conceptual pair, even more logical than a girlfriend-boyfriend or cat-dog pair; they are pure opposite electrical poles. "Plus and Minus", "Plusle and Minun". Two Pokémon that serve as the first-to-come-to-mind symbol for Pokémon Double Battles, an important Pokémon concept that appeared in 3rd Generation, right after SSBM. What makes more sense for a graceful and true-to-the-game tag team than Plusle & Minun? Few Pokémon would, and they wouldn't precisely be flagships for the Pokémon franchise.
- These days, you see Plusle & Minun replacing Pichu in official Pokémon merchandise and banners. No more Pichu accompaining Pikachu. It's Plusle and Minun now. Protagonists of movies and spin-offs (Destiny Deoxys, Pokémon Ranger), always together, and often accompaining Pikachu. Contrary to Pichu, they don't have to be hurt after making an attack.
