These are (currently) three Pokemon games featuring new characters: League Champions. Here's the scoop.
You play as a League Champion, depending on the game, it'll be either Lance, Steven, or Cynthia. Each story is different, though it's possible to enter every region in each game, where you'll find that region's Pokemon. All Pokemon can be obtained (including Legendaries, interestingly.) They can be found either in only one region in cases such as Krabby, Mareep, and Electrike, or in all four regions, such as Magikarp, Whismur, and Shinx. There are never any Pokemon that only appear in two or three regions.
There's another project coming up with this same thing in mind, as well, however, it's not being revealed just yet. Haha.

So what's the point of the game? Is it basically just running around and catching stuff like the others and using an actual character, or does it have a plot that isn't "Be the Best" seeing as.. you technically already are...

Well, yes, it is a catch everything and be the best because you aren't quite the best yet. This is taking place in the Champions' childhood, a story about their rise to the top. On the other hand, no it isn't. These editions feature several important features that take the focus off the entire "Be the very best and catch 'em all" theme and onto a more serious, dark theme, character development and the personal struggles your character has to conquer. So in a way, it is the same as before, but in another way, it isn't.

I'd enjoy playing Pokemon games more if they had an actual story xD
