This is Shadow Lugia, an individual Lugia rumored to have been seen in the faraway Orre region of this Pokémon world.
Codenamed XD001, Shadow Lugia is the result of perfecting Cipher's process of turning Pokémon into fighting machines meant to achieve evil goals. This perfection can be seen both in the corrupted appearance of this Pokémon and the fact that it can't be purified by normal means into a regular Lugia.
During the start of Pokémon XD: Gale of Darkness, we can see the amazing power of Shadow Lugia, the responsible for the disappearance of cargo ship S.S. Libra. Near the end of the game, we witness the degree of Shadow Lugia's corruption, in the form of Shadow moves completely replacing four of this species' moves. Shadow Blast, its signature Shadow move, is a Shadow equivalent of the traditional Aeroblast move.

The approach I used here is a mirror of the normal Lugia we've seen in Super Smash Bros. Melee, which this time can be dangerous to both the summoner and its foes because it can obstruct the sight of the fight.

It also represents the Pokémon games for home systems, and it's also a nice way to decorate Lugia, the legendary Pokémon who was requested by fans for Melee and also voted #8 in the popularity list held by the official American Pokémon site during the 10th Anniversary of the Pokémon franchise.
