Delibird Present: Delibird will toss 3 bags at random places. Each bag will contain either an apple or a bomb. You won't know until you pick it up. If it turns out to be an apple, you will recover 10% of damage. If it is a bomb, it will explode in the target's hands and will give 13% of damage. After the third bag is tossed, Delibird will fly away and disappear. (Chances are 50-50 on what you will get)

I like this idea!! Delibird seems very suitable for Brawl!!

Yeah, Chansey was the first thing I thought when I saw this. I guess that's the reason why they didn't add Delibird in Melee. Delibird would be (or would have been) a very nice addition.
As an alternative, you could make its Present move be like in the games and the anime, where it consists in bright spherical projectiles that can either damage or restore the health of the target.

That's not the problem, I don't care about the odds. It's how similar the entire thing is to Chansey's. Change how the move is done itself, not the possibilities and odds.

I say he shoots one sphere to each player, which randomly (against their will) heals or explodes.
