This is Pachirisu, the Electric Squirrel Pokémon.
In the wild, this Pokémon lives in tree holes, where it hides its favorite berries together with fur balls that are stored with static electricity.
Needless to state, Pachirisu is the "yet another Pikachu" Pokémon of the 4th generation of Pokémon games, just like Raichu, Pichu, and Plusle & Minun. No new important in-battle features were given to this Pokémon species, aside from its Speed and defensive stats being higher than Pikachu's, and its possession of rare moves such as Super Fang.
Pachirisu is about the same size as Pichu and would probably be quicker and less powerful than Pikachu in Super Smash Bros.

^B: Spark. Just like Fox McCloud's Fire Fox, this move will make Pachirisu stop in midair for about 2 seconds, sending it flying in a electric tackle towards a chosen direction.
B: Swift. Pachirisu will shoot a continuous stream of tiny stars that have a low range and power as long as you keep the button pressed. Think of it as a a looping Beam power from the Kirby game series.
>B: Super Fang. Pachirisu will perform a violent, biting attack in front of itself by using its hard fangs. Other Pokémon species known to use this move are often seen performing it while in midair, as seen in these pictures.
The damage done by this move is calculated this way:
vB: Last Resort. This is basically a clone of Wario Waft, only made of an electric explosion. The more you wait until you use it, the more powerful it will be.
Final Smash: Discharge. Pachirisu will stand in one place and release a powerful and long-lasting electric attack (like the ones performed by legendary Pokémon) within a radius of 2.5 times its own size. Be careful, as this can damage even your team partners in team battles.
Easter eggs:
Entrance: Pachirisu appears from a Poké Ball.
Taunt: Pachirisu curls itself and licks its tail while saying "chipa-chi".
Kirby Hat: Pachirisu's teeth, Pachirisu's tail, and a hood made of Pachirisu's head.

If Sakurai considers Pachirisu being a good choice for a modern replacement for Pichu, then they could include it in Super Smash Bros. Brawl.
