You can despise restriction all you want, but unlike Josh, I'm not gonna let this site turn into "Tanooki Mario-Frog Mario-Hammer Mario-FLUDD Mario-Dr. Mario-Mario-Luigi-Vacuum Luigi" nonsense. I need an amount of restriction to keep this site well-structured without looking like Josh took over.

Well, each site has its own policies, and if yours plan to accept Chargin' Chuck at the moment, I guess there's chance for about 500 characters now, a thing I can only describe as "cool" ^_^
And BTW, if I remember correctly, JoshCube was going to accept the submission of this character x-D. I wish the guy had had more time to fix his pages importance-wise.

I'm not willing to accept Chargin' Chuck if he doesn't bode well with you folks. It's not majority I'm shooting for here, but there are going to be factors to say "No, you can't submit him because whatever." One example of a factor in submissions, the No Clones rule. Totally good rule, if a character can't be made in any way besides with another character's move-set, then they shouldn't be made at all. On that note, all characters can be made with their own move-set, if they can't, they ARE that character. An example factor I may throw out to replace the Minority rule is a rule saying "The character must have a relative fan-base for the character's amount of appearances, the notability of the appearance, and previously accepted characters." This is one of the options I'm batting around with, should I replace the minority rule at all.

About the Minority rules, it's hard to tell. I think if they can make a suitable moveset, let them go ahead (accept with infinity characters) after all, I have a strange feeling the Assists are made from characters that Sakurai wanted but didn't get around to, or Nintendo denied.

You've just hit the prime point in alot of my options. I have alot of submissions hanging around that I love, but won't be in Brawl because of Assist Trophies. Since this is an unofficial site and not Dojo, I can say "No. Screw you. So-and-so's on my site. Deal with it." And that's what I'm thinking to do. Some things about Brawl are pure win. Some things I'd rather not (for example, Sam. Goroh an Assist, FLUDD, Wario's move-set so far, it'd be a waste of time to continue.) I love Sakurai's character choices, but I feel at times that he's not making it at full potential, and that's what eats me about Assist Trophies and therefore my minority rule. So, if anyone has any ideas on what to do for it all, PM me with them.

You could put good Assist submissions as well as a character by putting at the bottom of the Assist submission "This character has also been accepted into the character's section. Look here." and like-wise from Char to Assist. Then when you get complains say that SBL is simply about the many possibilities of what might happen, and this character might tottle both ways and be good for both.
