This is Deoxys, the Psychic-type DNA Pokémon that originated from a space virus that mutated when exposed to a laser beam.
You all probably know Deoxys since he starred the 7th Pokémon movie, Destiny Deoxys, which showed us Ash Ketchum & friends as they traveled to the hi-tech LaRousse City, where they met a lonely and confused Deoxys as he tried to reunite with its partner while being chased by the legendary Rayquaza.
Deoxys is an event Pokémon, which means it's unobtainable in the main RPG portable games unless you get a special item in Nintendo events or via an alternate way. This makes Deoxys as special and rare as Mew, Celebi, and others, added to the fact that its stats are high, and under certain conditions, can be the best around.
When Deoxys appears from the skies, it summons auroras and causes blackouts in order to see electromagnetical patterns of the objects it's looking for. Hence why the item used to get to Deoxys is named the Aurora Ticket.
In spin-off games, Deoxys is seen as a boss for the same rarity and power reason. This includes Pokémon Mystery Dungeon and Pokémon Ranger.
What makes Deoxys so special is its unique ability to use one of four forms, which make its appearance, stats, and learnable moves vary: these are

If Pokémon moves can be translated into SSB moves, then chances are that the switching between forms, stats, and move sets can be done, too. This doesn't mean it would be this way, though. The Deoxys forms could also be represented as transformations that don't affect its stats or its move set but its specific running (Speed Form), A-move (Attack Form), block (Defense Form) movements instead (just to give random examples); this is an approach seen in the animé. Nonetheless, I believe the ideal way would be to give the players the chance to switch between forms at their will as an extension of the transform move concept we first saw in SSBM; this is an approach seen in Pokémon Ranger.

This works like a larger version of Ness's PK Flash from SSBM.

Kirby's Hat: Kirby's head takes the shape of Deoxys's in the form it had when swallowed. Kirby also learns that form's B move and his arms will become tentacles if needed.

Not only do I see Deoxys as a likely playable Pokémon character for SSBB, but he's also one of the Nintendo characters I want there because of his form versatility.
Deoxys's fad is getting old, though, so I wouldn't be surprised if he doesn't make it to SSBB as a playable character. But it would be cool to have him there. I read Japanese like it even more than Mewtwo and Lucario, BTW (I have no source for this, though). Deoxys is a must-have in any SBL-like fan site.
