This is Pentarou, who at its time was Konami's mascot, much like Captain Commando was to Capcom at one time.

>B: Stumble Tackle. Pentarou tackles. If he's on the ground, he'll hop 3 times while tackling . If Pentarou falls from the stage, he will still be able to recover by using ^B.
B: Fish Throw. Pentarou rapidly throws fishes at nearby opponents.
vB: Sea Lion. One sea lion appears from the ground at each side of Pentarou, sending the nearby opponents flying up. Sea lions jump if Pentarou makes this move while in the air.
Final Smash: Carbine. Pentarou equips a big carbine and fires in a wide range (it can be replaced with a bazooka if game policies say it's too violent).
Pentarou flaps his wings when making a mid-air jump. Pressing A while running makes Pentarou tackle while sliding. He has a medium weight.
Taunt: Pentarou waves with a wing and moves a paw.
Entrance: Pentarou comes riding his plane.

Pentarou starred Antarctic Adventure, a racing-style game that doesn't involve the use of vehicles (but Pentarou himself) to reach goals in a limited amount of time. Watch a capture of this game here.
After that, he appeared in its sequel, Penguin Adventure, and also Yume Penguin Monogatari (a platformer).
He has appeared in many Konami games that don't have him as the (only) protagonist, like Parodius and RPGs that involve several Konami characters.
If Nintendo saw itself in need of more Konami characters for an SSB game, then they'd probably pick a Castlevania character and then a classic character like Pentarou (after a Metal Gear one of course).
