MY RULES:
1) Uber Clause- No Legendaries (Wobbuffet included)
2) No Hacked Stats/movesets- So I don't wanna see a Magikarp with the moves Judgement, Aeroblast, Sacred Fire and Dark Void
3) Evasion Clause- Can't use Double Team
4) Sleep Clause- You can only put one pokemon to sleep in my party at a time

The uber clause and the sleep clause are stupid. That means you can't use Dialga or Palkia, who are usually one of the best in most peoples party. And the sleep clause...why can't you just wait till they wake up?

Ever played competitively? Those are some of the most generic rules.

Oh, and about Legendaries. I believe that they are too strong from the start, and they require absolutley no skill in raising. I never play with legendaries. Neither do my friends
And about the Sleep Clause: go play against a Darkrai

It isn't; it's just that Wobbuffet is often listed among the legendaries because it can potentially defeat any Pokémon easily when having the correct moves. Not something I always agree on because: (1) Pokémon games like Colosseum prohibit the use of legendaries and not Wobbuffet; and (2) now moves of any type could be either Physical or Special. But that's just me.
Coincidentally (and probably unrelated), I just remembered Event 37 from SSBM, in which Wobbuffet appears as a joker Poké Ball Pokémon.

Almost any Pokemon can potentially own any other Pokemon with the correct move-set. Wobbuffet isn't a Legendary, it can breed, has a prevo, it's like saying Pikachu's a Legendary.
I think the only reason Wobbuffet was in Event 37 was because they needed the dud-ball again but still wanted the potential to kill in it. Goldeen doesn't have it.

Don't repeat that Wobbuffet isn't a legendary; everybody knows that x-D.
The thing is that Wobbuffet and Wynaut both have a unique way to defeat any kind of opponent unless it's of very specific types and has very specific move categories, or unless the opponent has very specific strategies that not include just hitting Wobbuffet. Pokémon with high defensive or HP stats don't worry Wobbuffet trainers much.
Like with tier lists in tournaments, people that play competitively a lot have seen that an Encoring Wobbuffet almost always has an advantage. The evasion clause is one of the other "unofficial" clauses as far as I remember (meaning "unofficial" as in "not seen as a rule in the actual Nintendo Pokémon games").
Like I meant before, that's just to explain, and not to defend the idea.
