1) Samurai Goroh is the most obvious F-Zero character after Captain Falcon himself. He deserved a trophy in Melee, and was seen in the intro scene of the game. Being Falcon's rival, he has chances of being in, so here is my submission!
2) F-Zero characters rarely use SSb-like moves in the games. For that reasons, their moves have to be somehow made up (look at Captain Falcon's moves in SSBM). I've tried to base Samurai Goroh's moves on real facts from F-Zero, though.

Shuriken: Samurai Goroh tosses a shuriken in front of himself. Each shuriken moves very fast, and is thus hard to dodge. It damages for 8-10%. The longer you press B, the farther the shuriken will go.
Katana: Samurai Goroh slashes with his Katana sword at high speed, which allows him to perform multiple hits in a row. Each slash deals more damage than the previous one, so it can be very efficient if you use it well.
Kendo Jump: Samurai Goroh will leap upward, wielding a kendo pole above his head. This move is kinda like Roy's or Marth's up B move in SSBM. If you hit an opponent with the kendo pole, he will only take 6% damage, but he will be knocked far away.
Nunchaku: Samurai Goroh spins a nunchaku around him, damaging any hit opponent for 12%. The nunchaku can also break a shield (like Mr. Saturn in SSBM) though it doesn't triggers a stunned effect.

Red Canyon: Samurai Goroh will whistle, and bandits from the Red Canyon group (led by Goroh himself) will appear onto the battlefield. They will stand try to attack the opponent using various weapons (katana, Frinesi rifle, nunchakus). It is possible to defeat the Red Canyons bandits (each one has 30HP), but they will probably damage you a lot before you manage to get rid of them. The bandits will go away after 20 seconds.

Samurai Goroh uses punches, kicks, and all kinds of martial arts to hit his opponents. His smash A moves resort to a kendo pole.
