In watery stages, Eevee takes on the form of Vaporeon. Such stages include Termina, Balloon Battlefield, and Subcon.
Moves
Up-B: Waterfall Vaporeon jolts upwards in a watery tackle. B: Water Gun Vaporeon blasts with a jolt of water from the mouth. Side-B: Take Down Stronger, but the same as Eevee's. Down-B: Acid Armor Vaporeon damages touching enemies with acidic skin. Final Smash: Hydro Pump Vaporeon fires a giant blast of water across the stage. Taunt: Vaporeon sits down, looks at the screen happily, and says "Vapor!"

Despite its type (which doesn't matter at all in SSB), Aurora Beam could be said to be a signature move of Vaporeon, at least when talking about the set of eeveelutions. It was introduced in the first generation of games, with Pokémon Yellow. Often, the third versions of each generation use to fill in stuff that the first two missed; examples of this are Dugtrio/ Magneton getting Tri-Attack in Pokémon Crystal, and Pichu getting Volt Tackle in Pokémon Emerald. Not sure about Acid Armor, as it has little to do with acid; actually the user is supposed to "liquify" (in fact the actual Japanese name for this move is "Liquify"), and what Vaporeon did in the anime was to become invisible while in the water. The rest of it sounds good, unless Aqua Ring could replace Waterfall somehow...

'Kay, so Vaporeon would turn to a liquid. Blah. I knew that was a bad choice.
