This is a couple of Konami cartoonish characters.

B (separated): Fire. Twinbee and Winbee fire rapidly at both sides. If the button is held, the beam can be charged.
B (combined): Fire. Twinbee and Winbee shoot a more powerful, less rapid fire in one direction. If the button is held, the beam can be charged.
>B (separated): Hammer and Whip. Twinbee uses a hammer in one direction, and Winbee uses a whip in another direction. Twinbee's hammer is used from above to below, making the opponents bounce from the ground. Winbee's whip is able to break shields.
>B (combined): Hammer and Whip. Twinbee and Winbee use their weapons simultaneously in one direction.
^B: Jet. This works like Fox McCloud's Fire Fox, but with a wider range. The leader (or both robots if they're together) will charge a flying knuckle which will hit any opponent in its way.
vB (separated): Combine. Twinbee and Winbee get together by grabbing their hands (they're heavier and can be knocked off together).
vB (combined): Separate. Twinbee and Winbee get separated (they're ligther and can be knocked off separately).
Final Smash: Barrage. Twinbee and Winbee catch two bell power-ups and start throwing homing missiles on the stage.
Entrance: Twinbee and Winbee come flying from below the stage.
Taunt: Twinbee and Winbee move their arms in a winning manner and make a childish cry.
Kirby Hat: Leader's body as a helmet

Twinbee and Winbee are the stars of Twinbee, a multi-genre famous Konami series which started as a vertical shooter. They're two sentient bee-shaped ships which can shrink to the size of a human child.
They had their own action game, very similar to Sonic 2-D games, named Pop'N Twinbee: Rainbow Bell Adventures, where a third robot, Gwinbee, was their partner.
Twinbee and Winbee also appeared in Konami's side-scrolling shooter, Parodius, along with Pentarou (submission here) and other Konami's stars.
An anime series featuring Twinbee and Winbee was also released in Japan.
Just like Pentarou, these are classic characters Nintendo could select from Konami (for a SSB game) after including Metal Gear and possibly Castlevania characters.
