This short and rather funny character comes from Wario's famous series, WarioWare.
Fronk was first seen in WarioWare, Inc.: Mega Microgame$!, as the pet of 9-Volt, as a recurring microgame character, and also a playable character in the Chicken Race minigame.
Fronk and his species are always depicted as tiny creatures about the size of a human toe or so. However, he can as well be depicted as the size of a normal human (or at least the size of a human child) as seen when compared to 9-Volt in the Chicken Race minigame.
In WarioWare: Twisted!, Fronk got a whole microgame genre for himself.

vB: Souvenir. Fronk gets either a WarioWatch, an Orbit Ball, or a Bouncy Ball. A WarioWatch paralyzes the opponents, an Orbit Ball works like a thrown Fan, and a Bouncy Ball pushes opponents away and keeps bouncing.
Final Smash: Shhhhh!. Fronk flashes a "Shhhhh" sign and one of several things may happen to nearby characters from the top of the stage: a crane will try and munch them for a heavy damage, a snot will leave them suspended in midair, or a giant foot will squish them and send hem flying away.
Grab (and tether recovery): Pyoro's tongue.
Kirby Hat: Kirby becomes blocky and gets Fronk's glasses.
Entrance: Fronk comes flying on a paper plane.
Taunt 1: Sleeps and counts sheeps.
Taunt 2: A finger picks a nose after picking up Fronk.
Taunt 3: Grabs a phone and jabbers stuff using a squeaky voice.

In SSBB, his chances to be playable have decreased seeing as how other members of his species are seen in Sole Man, one of the Strange-genre microgames presented by Mona in WarioWare, Inc.: Mega Microgame$!. However, the yellow Fronk (equivalent to "the green Yoshi") never appears in the background of Sole Man.
