Perhaps the most realistic choice for a counter to Mega Man due to his fame is Cut Man, the red-and-white Robot Master of Mega Man I. Unfortunately, like Mega Man himself, Cut Man has some problems with move count. Though remedied to a degree, I'm not sure if the lack of purity will be appreciated. Hopefully, though, you'll all enjoy this version of Capcom's own Cut Man.

Up-B: Cutter Blade
Cut Man leaps up, an open cutter-blade slashing upwards. At the apex of the jump, the cutter-blade shuts, chopping anyone in the way for further damage.
B: Rolling Cutter
Cut Man pulls out a cutter-blade and throws it out in front of him. It will whirl around, slashing anyone in the way.
Side-B: Hand Cutter
Cut Man uses a cutter-blade in a close-ranged cut. The attack...ahem...cuts through shields and has a high priority, making it very useful if you need to...ahem...cut through an enemy's defenses.
Down-B: Silver Cutter
Cut Man draws a cutter-blade and throws it in a spinning loop around his body, feet to head. Naturally, the blade damages anyone in the way.
Final: Cutter Blitz
Cut Man leaps into the air and throws a barrage of cutter-blades out. The blades go in all directions randomly, making for a very dangerous move, but be warned: Some platforms are too thick for the cutter-blades to be effective.
Entrance: Cut Man beams into position in a similar fashion as Mega Man does.
Up-Taunt: Cut Man flicks a cutter-blade into the air and catches it behind his back.
Side-Taunt: Cut Man brushes off his hands.
Down-Taunt: Cut Man makes a chopping motion with his head-cutter.
