Tetra
Tetra is a young, brave, female pirate captain in search of adventures at the Great Sea. Before her mother died, she gave her an amulet that contained the untold secret of their their link to a land that disappeared below the ocean a long time ago.
After Link retrieved the Master Sword from the sunken legendary kingdom of Hyrule, he went to face a revived Ganondorf at the Forsaken Fortress, where Link's efforts to slay the evil king where vain. After the battle, Tetra was identified by Ganondorf as the holder of the Triforce of Wisdom, the fragment of the sacred triangle known to be held only by the princess of Hyrule or her descendants.
As seen in The Legend of Zelda: Phantom Hourglass (PH), Tetra dislikes to be acknowledged as Princess Zelda, and prefers to be called simply Tetra (Miss Tetra for her fellow pirates). That's her identity at the beginning and the end of The Legend of Zelda: The Wind Waker (TWW). This is why, if this version of Princess Zelda must appear in a Super Smash Bros. game, the default identity of this character shall be Tetra, with a young Princess Zelda alter ego.
Tetra should be a fast and weak character, like Sheik from Super Smash Bros. Melee. I'm accomodating the stats of Sheik to build Tetra's.
Same as with the Link from the Great Sea, let's avoid talking about what this character would look like in a Super Smash Bros. game.

Up + B: Seagull. Tetra grabs a seagull's feet to elevate herself and reach other places real quickly. This elevation is weak on contact.
B: Magic Armor. It works like Nayru's Love from Super Smash Bros. Melee.
Down + B: Transform. Tetra transforms into Zelda.
Side + B: Pirate's Charm. Her Pirate's Charm fires a green beam that works exactly like Din's Fire from SSBM.
Final Smash: Bombs Away. From the background, multiple Bombs will be fired as cannonballs at once by Tetra's pirates. The time at which each Bomb explodes is different and random, making them unpredictable. Bombs can damage Tetra; however, they won't fall near the spot where Tetra was when using this move.
Taunt 1: Tetra examines her Spoils Bag.
Taunt 2: Tetra's Triforce-shaped amulet shines and levitates.
Taunt 3: Tetra crosses her arms and winks.
Zelda
After going down to Hyrule for the second time, Link finds out the truth of how his friend Tetra was indeed the last descendant of the Hyrule dynasty, Princess Zelda.
Zelda of the Great Sea era is never seen fighting before the epic battle with Ganondorf when she teamed up with Link. Princess Zelda using the Light Arrow in TWW and in The Legend of Zelda: Twilight Princess, as well as her granting the Light Arrow to Link in The Legend of Zelda: Ocarina of Time, pretty much make it a signature item for any incarnation of Zelda. That's why I assigned it to her B move.
The other special moves are made-up although based on the Spirits from PH that aren't the Spirit of Courage, as well as their effects on Link once he gets their respective gems.
Same as with the Link from the Great Sea, let's avoid talking about what this character would look like in a Super Smash Bros. game.

Up + B: Shield of Wisdom. With the help of the Spirit of Wisdom, a blue light surrounds Zelda, damaging nearby opponents slightly. When airborne, this move lets Zelda elevate herself a little and gain a little horizontal reach. Think of this move as a clone of Young Link's Spin Attack from SSBM.
B: Light Arrow. Zelda fires a Light Arrow using the Hero's Bow. The arrow can be aimed freely and causes an explosion of light on contact, similar to PK Flash's from SSBM.
Down + B: Transform. Zelda transforms into Tetra.
Side + B: Fire of Power. Zelda spins and throws a ball of fire with the help of the Spirit of Power.
Final Smash: Phantom Freeze. A giant hourglass emblem appears, and Zelda summons the Spirit of Time, who will paralyze everything that is near. The closer the opponents and other things are to Zelda, the longer they will be paralyzed in time.
Taunt 1: Zelda grabs and looks at her dress confused.
Taunt 2: Zelda extends her arms which sparkle magically.
Taunt 3: Zelda looks at the Triforce symbol on her hand.
