Brief Info:
Dr. Wright doesn't look like he is suitable enough to fight, but he is. He is full of knowledge. His I.Q. is 1000. He knows almost every kind of fighting skill. He entered the growing field of SimCity Design in the mid '80s after an unhappy career as a chemist, creating new hair coloring formulas. About this time, a group of programmers were looking for scientists to research a phenomenal new game series called SimCity. With advanced degrees in Urban Planning Computer Aided Design and Nintendo Came Counseling, Dr. Wright was the clear choice to head up the experimental team. His insightful studies into the cause and effect of SimCities and their mayors have been recognized as the benchmark in the field. Among his many finds are theories explaining why new SimCity mayors can't stop playing the series and why the SimChicken crossed the road. Dr. Wright lives with his family in a town he designed and built from environmentally safe wicker. His education is the Mario State University BA, MA, Phd, DDS, NES, Honorary Professorship of Deep Thinking. His hobbies are F-ZERO racing, Yoshi riding, and skydiving with Pilotwings. His past titles are National Traffic Coordinator, President of the Society for the Preservation of Antique Plumbing.
Special Moves:
B - Nuclear Meltdown (throws a yellow sign labeled with a radiation symbol, partly soaked with radiated ooze at the opponents, it may poison them. Dr. Wright holds the dry end of it, so he won't get poisoned).
Up+B+any direction - Tornado (similar to Fox's and Falco's Up+B move, but it doesn't charge up Dr. Wright before he attacks. It's brown, dusty, more agile, and it scatters opponents in random directions).
Down+B - Plane Crash (pulls out an airliner jet, hops on it, and falls down to the ground. While it explodes, Dr. Wright bounces off of it. This is not related to suicide bombers nor terrorist attacks, this is related to airliner accidents.).
Forward+B - Wild Fire (similar to Kirby's hammer move. While in the air, Dr. Wright does a vertical spin, swinging a burning tree branch. While standing, Dr. Wright swings the burning tree branch 180 degrees half circle).
Extreme Attack: U.F.O. Invasion (pulls out a flying saucer and flies on it while he signals for more saucers to attack his opponents with beam shooters. This disaster only appears in the Las Vegas scenario of the SNES Sim City.)
Taunt: Straightens his glasses.
Entrance: Walks out of his office door.
Victory Theme
Will Wright said that Dr. Wright is owned by Nintendo, according to these quotes:

Is Dr. Wright from the SimCity-SNES version going to make a come back? He was very helpful.

I rather doubt it. That is a Ninetendo character so it's up to them.
